Ho Chi Minh City is Vietnam's largest city. Because the economy did not develop greatly, the population of the city was only approximately 4 million in 1979 and only about 3 million in years following. However, because of the Renovation strategy, which began in 1989, the population grew dramatically over the next decade, reaching over 5 million people. Because the living standard in Ho Chi Minh City is higher than in other regions as a result of economic progress, many individuals have come to this city in search of work. As a result, Ho Chi Minh City has grown from a population of over 7 million in 2009 to almost 8 million now.
