Is Graffiti art allowed to be painted or underground painting?

In my opinion, the Graffiti art will be supported by the community when on the right track and convey a good message and you can draw in public.  If the things you draw are meaningless and "rebellious", you can only draw underground, but stop it if the owner of the walls is annoyed.

It is up to the painters to paint about the graffiti art, if they have the permission of the government or the people support, they are allowed to paint.With the consent of the state, the people are considered as underground painting
